Supervisory Relationship: Reports to the CEO

Minimum Qualifications: Degree in medicine, residency in psychiatry, licensed to practice medicine in Virginia and to prescribe medication by the Board of Pharmacy, certified by the American Board of Psychiatry and Neurology and a member of the American Psychiatry Association.

Responsibilities: (Chief Medical Officer)

  • Serve as High Beam Health Services liaison to the medical community;
  • Assure that appropriate attention is given to medical aspects of clinical service;
  • Provide consultation to staff regarding relevant medical considerations with the individual;
  • Prescribes and oversees medication;
  • Review, supervise and sign Medicaid, Medicare and insurance documents as needed;
  • If High Beam Health Services uses additional medical services in the form of additional staff positions in psychiatry or through consultant agreements, the Chief Medical Officer shall be responsible for their oversight and supervision;
  • Maintain service hours in psychiatry at designated levels and recommends increases and decreased in the level of psychiatry service time;
  • Maintain the quality and relevance of psychiatric services offered by HBHS;
  • Represent psychiatry up and across administrative lines and report on administrative needs in psychiatry; and
  • Participate, as time permits, on HBHS research activities.

Responsibilities: (Coordinator of Clinical Services)

  • Participates in assessing communities and High Beam Health Services needs and potentials in area of diagnosis and treatment;
  • The psychiatrist develops a written narrative Assessment for each individual   served. This document describes the individual’s current problem(s) and describes/analyzes how current and historical factors have contributed to the present problem(s).
  • Determination of chronic mental illness is supported by an evaluation conducted by the psychiatrist. He provides a diagnosis and written assessment of the individual’s mental health. The psychiatrist will further certify the interventions on the treatment plan and the appropriateness of the outpatient treatment for the individual.
  • Overall development, implementation, and supervision of the treatment plan is the responsibility of the psychiatrist. The treatment plan must be reviewed by the psychiatrist at least every 90 days and must be signed by the psychiatrist as certification of the medical necessity and that the individual   is still appropriate to receive services at Virginia Healthcare Supports.
  • Recommend to the CEO  service needs for the purpose of developing program plans and activities in HBHS clinical service areas;
  • Responsible for the maintenance and implementation of clinical services consonant with HBHS program plan;
  • Responsible for the development and maintenance of necessary and appropriate mechanisms to assure quality of care in service delivery;
  • Meets with clinical service staff as necessary to review clinical services on an individual client basis;
  • Meets with the CEO  periodically to review clinical service delivery;
  • Participates directly in diagnostic treatment and other clinical services provided to the individuals ;
  • Consult with other staff members regarding the needs of individuals;
  • Participate in administrative staff meetings;
  • Submit required administrative and clinical records;
  • Maintain professional development through continuing education;
  • Review and annually update a staff development plan;
  • Participate with the CEO  in annual performance evaluation;
  • Provide direct services including outpatient, intensive outpatient and day treatment services;
  • Provide evaluation services including clinical assessment and psychiatric evaluations;
  • Provide emergency services during business and after hours as needed;
  • Conduct social histories;
  • Develop service and discharge plans with individuals;
  • Document service contacts with and for individuals;
  • Complete documentation in keeping with HBHS standards and in a timely fashion;
  • Provide consultation and education and community planning through outreach efforts to community groups, organizations, families and other interested parties; and
  • Maintain confidentiality of individual ’s contacts.

Hours: Minimum 20 hours per week
